Portland area Companies with ties to ICE

We’ve pulled together a short and incomplete list of companies in and around Portland that actively provide material support to ICE operations. By mapping the contractors and businesses working with ICE, we can find new points to apply pressure and expand the terrain of struggle. With diverse and creative action, we can show new possibilities and build momentum and energy. From the Stop Cop City movement to the Tesla Takedown protests, we’ve seen how protests, noise demos, and boycotts can create the social context for more direct attacks, capable of growing the collective imaginary.


Enterprise

ICE and Border Patrol have used vehicles rented from Enterprise Rent-A-Car (Parent company EAN Holdings LLC.) in their operations across the country, including here in Portland. In January, ICE watchers in Portland observed a Ford Transit leaving the facility on Macadam and being returned to the Enterprise Truck rental location on N. Columbia Blvd. Border Patrol agents were driving a rented sedan when they shot two people in Portland earlier this year. Enterprise has several contracts with the Department of Homeland Security, though most of the vehicles used in ICE operations are short-term rentals that are not part of an active government contract.


Enterprise locations have been the target of anti-ICE protests and boycotts across the country. In Minneapolis, people have called to make reservations and then cancel them in an attempt to tie up vehicles that could be used by ICE. In St. Louis, where Enterprise Holdings is headquarters, several hundred people gathered to protest the company’s collaboration with ICE. Here in Portland, a claim was recently published for a nocturnal action that disabled and damaged every vehicle in an Enterprise lot located in NE Portland: “Enterprise has several locations across the city. It only took us a few minutes to make an entire lot of vehicles inoperable.”

Bahfed Corporation

Bahfed Corporation, owned by Ken Paul, is a Portland-based company that resells IT equipment and support services. Bahfed has numerous government contracts, including a contract with ICE worth up to $80,000 to provide wireless equipment and licenses for “ICE mission-critical information technology devices and systems.” The company has an office in downtown Portland inside the 1000 Broadway building.

Deloitte

Deloitte is a major consulting and financial advising firm with locations around the world. Deloitte has contracts with ICE and Border Patrol worth well over 100 million dollars. These contracts include data analytics support and coordination. Deloitte has a large office in Portland on the sixth floor of the M Financial Plaza building in NW Portland. They also have an office in Salem.

G4S/Allied Universal

G4S (G4S Secure Solutions, inc.) is a security company owned by Allied Universal that provides security, transportation, and detention camp management for ICE. G4S has worked with ICE for decades and currently hold over 50 million dollars in DHS contracts. In 2016, G4S provided security for the construction of the Dakota Access Pipeline. G4S employed and trained the Pulse Nightclub shooter, and operated in the West Bank for several years.

Both G4S and its parent company Allied Universal have offices in Portland. G4S has an office space in the Riverside Centre off of Macadam in SW Portland. Allied Universal has an office, with vehicles parked outside, just off of Barbur Blvd in SW Portland.

MaxSent

MaxSent (also operating as CDA, inc.) is a private security contractor that provides uniformed armed private security to federal buildings across Portland, which has included the ICE facility. They hold a contract with the Department of Homeland Security. The company is based out of Maryland. They used to have an office space inside of Lloyd Center but it was vacated recently.


Hotels

ICE, Border Patrol, and other federal law enforcement stay in hotels in the greater Portland area. They change hotels often and seem to prefer locations far away from the Portland city center. People have been able to verify ICE presence at hotels by checking license plates in the parking lots against lists of known ICE/CBP vehicles. Noise demos and aggressive actions against hotels have been effective and popular all across the country, especially in Minneapolis and Los Angeles. Hilton hotels in particular have been singled out for their continued collaboration with ICE.


Other Companies:

There are many more major US companies with substantial contracts with ICE and CBP. Both UPS and Fedex have active contracts with ICE for package delivery. Telecom giants like Comcast, AT&T, and Verizon also hold massive contracts with ICE and DHS for IT/Telecom network services. All of these companies have offices and stores across Portland.
